FUBARs

FUBAR is the military’s shorthand way of referring to something that is Fouled Up Beyond All Reason.  There are grittier translations, but this one will do for what we have in mind here. The FLRA, MSPB, OPM, FSIP and others have been around for a little over 30 years now during which they have issued tens of thousands of regulations, decisions, advice, etc.  Overall, we are going to say that they have done a good job; however, we are not going to close our minds to the times when they have done a poor job and rendered precedents which make the lives of practitioners unnecessarily complicated.  Federal sector HR/LR practitioners are saddled with too many very shortsighted conclusions by those agencies.  It is time that we put a spotlight on those flaws and started amore coordinated effort to change the status quo.  This page will contain articles critical of those agencies pronouncements.  Watch for them and ideas about how to drive changes to each of them.
